Keegan, who had to restrain Tiatto, is due to meet the player to discuss his petulant behaviour.
It was Tiatto's third red card in the last two seasons during which he has also received 15 bookings.
He is facing a club fine in addition to a three-match automatic ban and possible action by the Football Association.
But Keegan said: "His temperament after being sent off let him down, and that is the only thing I want to talk to him about.
"He still has a future at Manchester City. That's for sure, because his ability is not in question."
City went on to defeat Norwich 3-1 despite playing with 10 men for 79 minutes.
"You cannot win many matches with 10 men even though we got away with it," Keegan told the Manchester Evening News.
"I want players to keep their cool, and next week that could cost us. Danny has to look at himself."
Tiatto was given a straight red card by referee Roy Pearson following a touchline clash with Norwich full-back Steen Nedergaard. Pearson was alerted to the incident by fourth official Michael Ryan.
