Anelka has not played for his country since Santini took charge and that will remain so until Anelka apologises for not honouring a late call-up.
"He isolated himself from the French team by refusing a call-up, showing lack of respect for the institution of the French Football Federation and the national team," said the France manager.
"While he hasn't had second thoughts about his attitude and reasoning, and expressed his regrets unequivocally in public, he will remain to my mind unselectable, whatever the circumstances."
And the door could be open for Anelka after one of Santini's current strikers, Auxerre's Djibril Cisse, has been handed a five match ban and is likely to miss Euro 2004, pending an appeal.
Anelka said earlier in the season that he would like to return to the international fray but could not return to French club football.
He said: "When I came back to France the last time I saw what sort of a welcome I had. My experience with Paris St Germain did not motivate me to return.
"It was hard to live, especially as I had returned to play for my home crowd, for my childhood club. I don't think I will ever return.
"But with the national team, everything's possible. Why not? The door is not closed but it's not going to happen just now.
"I know the French crowd and it's not easy not to feel supported. That's the big difference with English crowds, they cheer you whatever happens."
