The England legend has stepped up in City's coaching set-up, which now includes Tim Flowers as the new goalkeeping coach after Peter Bonetti's departure.
But Kevin Keegan will not be naming a new assistant manager following the retirement of Arthur Cox.
"We have a big enough staff to cope with the number of players that we have now," Keegan told the City website.
"It doesn't put a bigger onus on me. As a group we share a lot of things here and we do not work like a lot of clubs where the manager decides everything.
"We sit down as a group and share responsibilities a lot of the time. Obviously I pick the team.
"On match day I talk to the players and I am the one who handles the players who are not happy, that is my job and that has never been any different even when Arthur was here."
