Rodwell's move from Goodison Park to City is expected to go through, subject to him passing a medical, and it will make him Mancini's first capture of the summer. Mancini had declared himself "unhappy" on Friday at the lack of new arrivals at the Etihad Stadium.
He said after the Community Shield win over Chelsea: "We are looking for other players. I don't know which players. I don't want to say which. Speak with Brian Marwood (sporting director)."
Mancini added: "I said I was unhappy (on Friday). It is normal. Every manager is unhappy with one week to go and you haven't bought any players. I hope we are working and maybe this week or in 10 days we can do something about this. I wait at this moment and tomorrow is the time to talk about new players."
Mancini clearly sees Rodwell as a player for the future and admits he needs to improve to break into the current starting line-up at City.
He said: "Jack is a good player. He is young. It is the first time he is in a club that plays to win and it will be different for him. But in a couple of years I am sure he will be a top and stronger midfielder. He has good quality.
"Rodwell is a player that needs to improve to play in this eleven but he is young and a good player for our future. We are interested in all good players. I liked him last season. For this reason, we bought him."
Everton confirmed the deal agreed with City in an official statement. It read: "Everton have agreed an undisclosed fee with Manchester City for the transfer of Jack Rodwell. The midfielder is set to undergo a medical with the Premier League champions on Sunday."
Rodwell, 21, won his first England cap last season and has previously been linked with a move to Manchester United. He has been troubled by injury problems throughout his short career and was denied the chance to feature at this summer's Olympics for the Great Britain side.
But there is no doubt about his potential and Roy Hodgson has included him in the England squad for Wednesday's friendly with Italy in Switzerland.
