With only ?58,000,000 spent in The British Transfer Market last January ? it is fair to say that compared to the summer window, top flight managers are much more reluctant to spend. That said ? with such success stories like Papiss Cisse and Nikica Jelavic people may wonder why managers do not spend? Of course, the likes of big spenders Manchester City and Chelsea are in the latter stages of assembling their squads to challenge domestically and on the continent.
In this article ? I will look at transfer rumours surrounding teams in The Barclays Premier League. The potential comings and goings and reasons behind the move.
Manchester City: Coming In
Stefan Jovetic:
The Fiorentina striker was linked with a move to Premier League winners Manchester City throughout the summer transfer window but the Serie A side would not give in and were successful in keeping the young talent at the club. The Blues remain keen on signing Jovetic and are looking to make a preliminary agreement to see off interest from Italian giants Juventus. Fiorentina's technical director Eduardo Macia admitted that Jovetic will eventually have to be let go. ?It will be difficult to keep him at Fiorentina, he is a great player, who will eventually play for another club.? he said. City's football development executive Patrick Vieira flew to Italy to check on Jovetic during Fiorentina's 2-1 deafeat by Inter on Sunday.
Fernando Llorente: 
The 27-year-old is out of contract next summer and it waiting until the January transfer window to weigh up his options. After already telling the Spanish club that he does not want to sign a new contract. City boss Roberto Mancini wants the 6ft 5ins striker to boost competition for places at the Etihad. A price tag of around ?15 million is likely for the striker who had one of his best seasons for Bilbao last season. Scoring 30 goals in 53 appearances, including goals against at Old Trafford in the Europa League.
Gerard Deulofeu:
New Manchester City chief executive Ferran Soriano was said to be planning a raid on former club Barcelona for one of their most promising young prospects according to reports in Spain. But despite his knowledge and close relationship with certain players at Barcelona Sorriano is aware it will be tough trying to lure the starlet Deulofeu from the Nou Camp to the Etihad Stadium.
Radamel Falcao: 
The Columbian hit man is one of the most sought after strikers in world football right now and has been linked with a raft of European giants. But with his father quoted as saying "Right now, I'd put Falcao's price tag at around ?100 million.? The Blues will be one of the only clubs that could afford him. Widely regarded as the most natural goalscorer in the world outside of the elite two of Messi and Ronaldo. And with Falcao reportedly struggling to agree terms on a new contract with Atletico, Manchester City will be watching closely.
Nelson Oliveira: 
The 21-year-old, who has a ?24 million buy-out-clause and is wanted by a whole host of top European clubs. But caught the eye of Manchester City after performances in last seasons Champions League. But with Hulk being sold to Zenit St Petersburg in the summer Porto are keen to hold on to the young Portuguese international, seeing him as the ideal replacement in that position.
Manchester City: Going Out
Kolo Toure: 
After failing to complete a move to Turkish giants Galatasaray Kolo Toure faces an uncertain future at Manchester City. He was also left out of the clubs Champions League squad further fuelling speculation that the former Arsenal centre back will leave the club in January.
Mario Balotelli: 
Rumours of Balotelli's future at the Etihad have been rife almost since he joined the club. With his behaviour on and off the pitch constantly sparking speculation that Roberto Mancini will offload the trouble making striker and with no shortage of suitors no one can be sure how long Mario will remain at the club.
Abdisalam Ibrahim:

With City's ability to buy almost any player they want it is no surprise that many of their youth team players are finding themselves cast by the way side. Recent reports suggest that promising young centre midfielder Abdisalam Ibrahim could be destined for a move to a number of Premier League clubs that would be willing to give him more first team action.
Joleon Lescott: 
Lescott has admitted he may have to leave the League winners if he cannot earn more regular playing time, as he believes he will soon lose his England place. The ?24 million signing from Everton has been quoted as saying he's not happy with the situation at city when he's been either played out of position of left out of the squad entirely.
Carlos Tevez: 
The Carlos Tevez transfer saga was well documented, going AWOL from the Etihad and returning to Argentina whilst trying to force through a move to Inter Milan. Of course the move broke down and Tevez is now still a City player, a 'changed' man according to Mancini. But while Tevez is still a world class striker, and Manchester is a gloomy, rainy city then there's a chance a transfer to another club could happen.
