The Citizens are keen on buying young, homegrown talent this summer to comply with Champions League rules, after already having two bids for Liverpool's Raheem Sterling turned down.
It is understood through the report that the signing of Roberts wouldn't effect the pursuit of Sterling and that Roberts would feature mainly for their youth team.
Manchester City currently only have three homegrown players in Joe Hart, Gaël Clichy and Richard Wright, who last played a competitive match in 2011 when he was playing for Ipswich Town
City have let many high profile homegrown players leave already this summer
They released James Milner, who joined Liverpool, Dedryck Boyata, who signed for Celtic, and Micah Richards who completed a move to Aston Villa earlier this week
They also sold Scott Sinclair to Aston Villa for an undisclosed fee.
Patrick Roberts has represented England at under 16, under 17, under 18 and most recently under 19 level where he has played 8 times and scored 5 goals
The 18 year old also played 19 times for Fulham in his breakthrough season
