The Serbia international is under contract with the Rome outfit for another season but has been a target of City over the summer.
Reports in Italy claim the two clubs have agreed a fee of 22.5 million euros for the 24-year-old left-back.
When asked about Kolarov's move to the Barclays Premier League side, Tare told television station Roma Uno: "We cannot complete everything in a hurry. The market requires a margin of time. In any case, there are no problems as Lazio has done what it had to. We are waiting for developments in the coming days."
Tare added: "It is not important whether the figure is 20 million euros or not. What counts is the willingness of both parties to close the deal."
Kolarov, who can also play in midfield, joined Lazio from OFK Beograd in summer 2007 for 800,000 euros.
