The pair have struggled to hit it off since Keegan brought them together at City, and Keegan believes they can do more to make it work.
"If you are talking specifically about Nicolas and Robbie, they've got to
work harder to work with each other," he told leaguemanagers.com in a recent interview.
"I think players have got to look at each other and not just say, 'what can
he do for me as a strike partner?' They've got to actually ask 'what can I
do for him?'
"That’s where we can improve again. I mean they've had a year and a half together now."
Although Fowler's goal-scoring record with the Blues is not as favourable as Anelka's, Keegan defended the striker on account of the additional qualities he brings to the team.
He added: "If you look at the stats it looks as though Robbie's behind the strikers, but, in some of the games that Robbie played in last season and didn’t score, he was damned near our best player.
"We don’t just judge them on their goalscoring, but people outside, what
they understand as strikers are, looking at the goal record and saying well,
one in four – that’s not a good ratio, one in two – that's a good one.
"Our players know the pressure is there to score goals but we've got the
forwards here to cause teams problems."
