The former record signing has suffered an injury plagued spell since his £5m move 18 months ago. Macken scored 5 goals as City secured the First Division title that season but he has made just 1 start since then - in Cardiff against TNS last month.
And it was just Macken's luck that he had to be replaced after receiving a knock on his foot which is still keeping him out of action. However, Keegan insists he can still come good for City.
"Jon has been very unlucky since he came here, I feel very sorry for him. He needs an injury-free run so that he can stay in training long enough to get really fit because he has something to offer us."
Walsall and former club, Preston, have both inquired but Macken is staying put. Although Keegan has allowed Darren Huckerby and Chris Shuker out on loan, he wants Macken to be available if and when needed.
"The lad must be very frustrated but he needs to be right when he gets his opportunity - and he will get it at some stage.
"Now is the time to get him right because everyone else is pretty much fully fit," said Keegan, tempting fate somewhat. "We are not having to push players into action who are three-quarters right like some clubs have had to."
