The City striker has been on a fitness programme since he was substituted against Everton five weeks back.
It was thought he'd be ready in time for the League Cup clash with Arsenal, but Fowler was keen to get back to action sooner, and after going to see Kevin Keegan, was included in the squad on Saturday.
The former Liverpool and Leeds man replaced Jon Macken in the closing stages - which triggered a £500,000 payment to Leeds as another installment in his transfer fee.
"I received a terrific reception on Saturday," he told the official City website.
"I've been working hard and it's great to know that I have the support of the fans.
"Everyone here at City is backing me, the players and coaching staff. It was great to get back on the pitch especially with a reception like that from the fans."
