So far Keegan has agreed to co-manage a side featuring players from City, Lens, and Lyon - Foe's former clubs - in an exhibition match with his national team, Cameroon.
The match is to be played on November 11 at Lyon - the club City had loaned Foe from and also the scene of his tragic death playing in the Confederations Cup.
French stars Thierry Henry, Robert Pires and Steve Marlet have expressed a wish to play and French manage, Jacques Santini, is to co-manage a side with Keegan.
But Keegan wanted to discuss with Foe's wife, Marie-Louise, how City could make a more personal response to his death and what they could do for his family.
"As a club, we have to do something and we will," the City boss promised. "We just need a little of bit time to come up with the right solution to the problems that Marc's death has caused.
"I had a meeting with his wife because it is my job, and the club's job, to ensure she and her children are looked after. We can't do anything for Marc now but we can do something for his family."
