The England Under-21 full-back has joined the Clarets on loan for the season and he becomes Eddie Howe's first capture of the summer.
Mee spent the back end of last season with Leicester City and a number of clubs were known to be chasing him.
But Burnley have now concluded a deal for Mee, who is very highly-rated at Eastlands. He progressed through the Academy ranks and captained City's side to FA Youth Cup success over Chelsea in 2008.
Mee, 21, made his first-team debut in the Carling Cup last season and then joined Leicester on loan in January, making 15 Championship appearances for the Foxes.
Clarets boss Eddie Howe said: "We have known about Ben for a long time actually and we thought he really impressed against us for Leicester.
"He was outstanding on that day and every time I have seen him he has done well and really impressed.
"He has all the attributes - the right age, a very good footballer and a good defender as well, so he ticks all the boxes."
