Foe, who was on-loan at City for the whole of last season from Lyon, collapsed on the pitch while playing for Cameroon during the Confederations Cup semi-final against Colombia in France and was declared dead shortly after the match.
City have decided to retire the shirt that Foe wore last year in memory of the popular player.
"The club and supporters believe his contribution and memory will always be part of the history of Manchester City," City said on their official website.
