The Inter Milan star has an excellent record in his four seasons at the San Siro having scored 43 goals in 99 games for the Italian champions.
But the 25-year-old likes a party and this has sometimes affected his performances at Inter so they are ready to let him go.
West Ham were initially linked with a loan move for the Brazilian international but Adriano favours a permanent move after Inter loaned him to Parma immediately after plucking him from Brazil.
The Daily Mail has quoted him as saying: "I don't want to go out on loan again. I've already been at Parma, and at that time it was right for my career but now I really must leave for good and that's that."
City were considering a loan move too but are said to now be leading the chase for Adriano as they are putting together a permanent deal worth £70k-a-week deal.
Blues boss Sven-Goran Eriksson is believed to have met Adriano's representatives yesterday to discuss the deal.
Also yesterday, youngsters Michael Johnson and Shaleum Logan signed new deals with City.
Midfielder Johnson was rewarded for an impressive start under Eriksson with a new four-year contract while defender Logan, who impressed during pre-season, has agreed a new three-year deal.
CEO Alistair Mackintosh told the City website: "In awarding new contracts to Michael and Shaleum we are once again demonstrating Manchester City's commitment to investing in our young, home-grown players.
"With a spine of hugely-talented, Academy-bred youngsters, we have made an excellent start to the season and are delighted to have secured the long-term futures of both players at this football club."
