The Champions League holders are desperate to beef up their line-up and have identified the pair to reignite their push for trophies.
Top men: Cesc Fabregas (left) and Carlos Tevez are wanted by Inter Milan
Fabregas and Tevez, captains of Arsenal and Manchester City respectively, top the hitlist being drawn up by the Italian giants in the wake of their quarter-final exit to Schalke on Wednesday night.
Both players are valued at upwards of ?40million, so it is an ambitious move by Inter - but they are confident of landing at least one of the pair.
Fabregas will again be targeted by his boyhood club Barcelona this summer, although they are reluctant to pay much more than ?30m for the Spanish midfielder.
Fabregas came close to leaving the Emirates last season and there is no doubt he will again consider where his future lies once the season is over.
If the Gunners make it six years without silverware - as appears increasingly likely - he may well take the view that he must move to fresh pastures to line his personal trophy cabinet.
Tevez is another player would may well decide his future lies beyond these shores. The City striker, who is out for up to a month with a hamstring injury as they push on for the Champions League, came close to leave in January.
Tevez misses his two daughters - Katie and Florencina - who live with their mother, from whom the player is estranged, in Argentina.
Althoguh Tevez eventually agreed to stay at Eastlands, his long-term future remains in doubt. Inter believe they may be able to tempt him away with a move to Italy.
Inter also face the prospect of giving up the Serie A title for the first time in six years with AC Milan five points clear with six games left.???
The end of an era may be approaching for the likes of Julio Cesar, Cristian Chivu, Dejan Stankovic, Maicon, Esteban Cambiasso and Diego Milito. Their Inter futures are under the microscope as an ageing side reveals its cracks.
Wesley Sneijder and Samuel Eto'o - the jewels in the crown - would be prized possessions at almost any big European club and if Inter are to rebuild sacrifices may be possible.
Coach Leonardo, only appointed in December, looks safe though despite the calamity against a supposedly weaker Schalke side and the 3-0 defeat by Milan in the league at the start of the month which looks to have cost Inter the title.
He said: 'I'll maintain my enthusiasm. You know I don't think about the future but I work the same way as I did the first day.
'Now we have to make sure we overcome this moment with intelligence. We have to battle on in the league and in the Italian Cup. We still have a lot to do.'
