The 20-year-old striker, who signed last month for £6m from Dutch side Heerenveen, has been named in the preliminary squad for an eight-team tournament in Cyprus next month.
Coach Otto Rehhagel has only named 10 foreign-based players so far, including Bolton's Stelios Giannakopoulos, with the rest of the squad named next week.
"I have been watching Samaras for quite a while and now was the appropriate time to select him," said Rehhagel.
Greece play Belarus in their first game of the tournament on February 28.
