Tevez's inclusion is a sign of the seriousness with which Roberto Mancini is taking the competition.
Michael Johnson has been out since October 2009 but is also included, while fellow midfielders James Milner and Nigel de Jong are sidelined.
Milner picked up an injury in Saturday's 2-1 defeat at Manchester United, while De Jong will miss out because of an ankle problem.
That could increase the likelihood of 22-year-old Johnson, who is a product of City's youth academy, getting a run out for the first time in just over 15 months following his recovery from a knee injury.
Johnson's last comeback saw him make an 89th-minute substitute appearance against West Ham on 28 September 2009 following an abdominal injury.
He played and scored a month later in a Carling Cup win over Scunthorpe before suffering a knee ligament injury in training and has only recently returned.
