The 25-year-old may not have made the squad to face Holland next week but coach Jacques Santini confirmed he has been in correspondence with the City striker.
Santini said: "Anelka has received a pre-calling up letter, which means he is now part of the list of players that can be called up."
Santini added: "As for accepting his apologies, I guess that if Nico has been put back into the large list of international players we might call up, then this is some sort of acceptance.
"But the French team does not belong to anyone. The only thing I know is that it has to be the most competitive squad possible ahead of the Euro."
